New bikes lanes in Corktown and Southwest Detroit

Have you seen the new bike lanes and bike routes being installed throughout Corktown, Mexicantown, and along West Vernor in Southwest Detroit?

This is not a new project. It started about seven or so years ago with the Greater Corktown Development Corporation and a grant from the Community Foundation for Southeast Michigan. The goal was to make the area more walkable and bikeable while connecting it to the future West RiverWalk.

But much has changed since then. Greater Corktown went through financial issues forcing them to hand off the project to the Southwest Business Development Association (SDBA). In taking over the project, the SDBA expanded it to include bike lanes along most of West Vernor, connecting it with their existing trail through Patton Park.

The project design also changed over time, shifting from having some off-road paths to simply bike lanes and bike routes. The latter are being employed on roads that are too narrow for bike lanes.

In the meantime, the wildly successful Tour de Troit has generated additional funds for the project to keep pushing it forward.

Safety Grants

There’s one other piece. The city of Detroit applied for an MDOT grant to improve safety along a portion of West Vernor from Livernois to Waterman. As a result, the city is adding bike lanes along that one mile of Vernor. They’re also adding lighting beneath the viaduct just west of Livernois.

When completed, there will be 24 miles of new bike lanes and 11 miles of signed bike routes.

Building on this success, the city recently applied for seven safety grants and received six. The city is looking to add bike lanes to all six projects in 2012, which includes roads such as Central and West Chicago.

And there are additional projects which complement this work.

There are new bike racks being installed throughout the area by a handful of different groups. Have you seen the new cool bike racks at Clark Park? They’re across the street from Cafe con Leche.

Also, the SDBA is also looking at wayfinding — signs and maps that help guide bicyclists through the area. For example, a sign might provide bicyclists with direction and mileage on how to get to specific destinations like downtown, the RiverWalk, Roosevelt Park, and Patton Park. The posted mileage also reminds those who don’t bike just how close some places are — and that perhaps bicycling between them is easier than they may have thought.

This wayfinding project is looking to develop designs that can be used across the city, which would help keep signs more consistent.

Adventure Cycling should have their first of two maps completed this year for their Underground Railroad Bicycle Route through Detroit. That route has been located on West Vernor to take advantage of these bike lanes.

Now wouldn’t it be great if the West Vernor bike lanes could get you to the Rouge Gateway Trail and Hines Drive in Dearborn?

More talk of Complete Streets around Metro Detroit

It’s easy getting caught up in the excitement of Complete Street resolutions, but from what we’ve seen so far, it doesn’t mean much — at least not yet.

What is the likelihood that so many Metro Detroit communities have suddenly discovered their poor road designs and are committed to fixing them? What are the odds that communities which have virtually ignored bicycles as a transportation mode are now ready to embrace them?

There’s just not that much “power” in the standard Complete Streets PowerPoint presentation which has been making its way around local councils and commissions.

And from some examples we’ve seen, communities are jumping on the Complete Streets bandwagon because others are doing it and there’s a promise of more MDOT transportation funding. Who is going to hold them accountable if they don’t follow through with actually building Complete Streets?

That said, the below Complete Street information is a mixed bag. It might result in better conditions for bicycle transportation or it might not. The truth is in the road construction (and maintenance.)

Complete Streets in Birmingham

The city of Birmingham passed a Complete Streets resolution. They have members of their staff and planning commission with significant experience in non-motorized transportation and planning. For example, the planning commission has Scott Clein, an engineer with Giffels-Webster who developed non-motorized plans for Corktown/Mexicantown, New Center, and the entire city of Detroit.

We have a good of level confidence that they’ll be able to make Birmingham more bike friendly in the near future.

Complete Streets in Northville

The city of Northville also passed a Complete Streets resolution but we’re much less confident they’re heading in the best direction by having their staff develop a non-motorized plan. There are only a handful of planning firms in Michigan qualified to produced a quality plan for biking and walking. To think that city staff could pull it off sounds either overly optimistic or they are underestimating the work required. The latter is why most cities hire consultants do develop their recreation plans and master plans.

It’s also been our experience that city staff do not engage the community in the planning process as well as consultants.

And these are some reasons why the city of Royal Oak hired the Active Transportation Alliance (ATA) to create their plan. The ATA has developed over 20 non-motorized plans including Chicago’s. Planners such as ATA and others have the experience. Is Northville going to invest in training their planner(s) on how develop a solid plan?

Plan update in Royal Oak

Speaking of Royal Oak, the Observer and Eccentric recently published this article which gives an update on the plan.

The consultant, Active Transportation Alliance, submitted a rough draft of the plan to the planning department in May, according to Ethan Spotts, marketing and communications director for the Chicago nonprofit company.

Regan looks forward to having the topic as an agenda item for a future Planning Commission meeting. He said roads with bike lanes, like the re-designed Hilton Road, south of I-696 in Ferndale, are sorely needed in Royal Oak. He said encouraging more bike and pedestrian traffic would also free up more parking spaces for vehicles in downtown parking garages, especially with the recent opening of Emagine Theatre and Star Lanes. He said pedestrian friendly designs also means more federal funding for road projects.

We have not seen the plan, but are looking forward to it.

Incomplete Streets in Lathrup Village?

Only a couple pages from a draft Complete Streets plan in Lathrup Village?by Birchler Arroyo appear to be on-line. They show a couple street cross sections, neither of which are Complete Streets. They clearly lack bicycle accommodations.

Their example “principal arterial – village” cross section is a 156 foot (76 feet between the curbs) public right-of-way with speeds of 35 MPH or less yet no bike lanes. The plan also says that these streets are “generally used for vehicular travel; automobile parking, and sometimes bicycling as appropriate.” This sounds like the same streets that exist today.

We brought this up to Birchler Arroyo Associates who is developing this plan. They invited us to see the entire plan, but they never responded when we asked them how. We have not seen this plan on their web site nor Lathrup Village’s.

North Carolina Complete Streets

And while on the topic of Complete Streets, North Carolina’s Department of Transportation has this excellent design guideline framework. They have interesting information on how Complete Streets are designed for various contexts, e.g. suburban, urban, etc.

We’d appreciate seeing something similar produced by Michigan’s Complete Streets Advisory Committee.

It might be helpful in ensuring that Complete Street designs in Michigan are truly Complete Streets.

Motorists don’t understand the laws

The Oakland Press ran an article on Keith Riege, owner of the Paint Creek Bicycles in Lake Orion. The Oakland Press’ focus on bicycle safety certainly isn’t going to help bike sales. The words “death”, “killed”, and “hit” appear a total of 14 times.

“People drive by, yell, swing their car door open, throw bottles or come up right behind you, put their car in neutral and gun their engine to scare you,” said Riege. “People don’t think bikes should be in the road at all.”

Riege said he rides on the side of the road because all of his near-death experiences have occurred on sidewalks.

“I was almost killed last summer. I got to the entrance of the senior center, and I went to go across the sidewalk. A car turned right in. How could they not see me? They were traveling the same direction I was,” he said. “My life flashed before my eyes, and the vehicle just kept going.”

Riege said, when he talks to anybody who rides a bike on a regular basis, “most everyone has been hit.”

Bill Gilboe, a mechanic at Paint Creek Bicycles, said he has been hit about seven times while riding his bicycle.

This article inaccurately paints cycling as a great way to get hit, if not killed.

Bicyclists don’t follow the laws

The Detroit News printed a half-baked letter to the editor on bicycles.

I agree with the bumper stickers I saw last year, depicting cars and bicycles that said: “Same road, same rules.”

Yes, they are the same rules. Under Michigan law, use of a vehicle negates the “pedestrian” right of way. In other words, if you choose to ride a bike in the road, you have to obey the rules of the road. Such rules are seldom followed by anyone other than the “professional” bike riders (the ones with reflectors, helmets and even electronic signals), and I’ve never seen the laws enforced by police.

Huh? Bicycles are not vehicles in Michigan. Bicycles are not pedestrians.  And bicyclists “seldom” follow the rules other than professionals with electronic signals? Really!

And please, can we stop using those incorrect “same roads” bumper stickers from the out-dated vehicular cycling movement?

From turn signaling to vulnerable user legislation, we want different rules. Rules that make bicycling more efficient and safe. We want to see the Idaho rolling stop law in Michigan as well, which Mia Birk recently wrote about. It’s time for new stickers.

American’s don’t know the rules of the road

According to a CNN Money report:

More than one in five Americans — some 36.9 million — are not fit to drive and would fail a driving test if asked to take one today, according to a new survey of the nation’s drivers.

According to GMAC Insurance, which conducted the survey, the results mean that a great number of people on the road still lack basic driving knowledge, an ignorance that leads to dangerous driving habits.

For example, a full 85% of those surveyed could not identify the correct action to take when approaching a steady yellow traffic light.

Michigan ranked 20th among states with an average of 78.3% correct answers, just a slight bit higher than the 77.9% national average.

If this survey is accurate, why are twenty-some percent of Michigan drivers still on the road? Is GMAC Insurance denying coverage to this failing group?

Or is real life more like the “Mayhem” commercials from Allstate Insurance where you can drive distracted, make poor decisions, and if you crash, the other policy holders have you covered.

Google knows the rules of the road

Google is continuing their research on self-driving cars. They are lobbying for legislation in Nevada to make self-driving cars legal.

While the concept sounds scary at first, imagine cars that didn’t speed or run you off the road? With Google’s vow to do no evil, this might not be a bad idea.

Ribbon cut on new section of Conner Creek Greenway

Another section of the Conner Creek Greenway was opened yesterday in Detroit on Arbor Day — a holiday for tree planting created by a J. Sterling Morton, a Michigan Wolverine from Monroe, Michigan.

The event at Maheras Gentry Park began with a parade, music, and a long line of kids from the Detroit Merit Charter Academy. The kids were dressed in frog costumes they had made earlier. The frog theme was a nod to the parks historic condition as marshland. It was an amazing site to see.

Following the parade, remarks were made by those who helped make this greenway possible (i.e. the funders): Karla Hall of the DTE Energy Foundation, Tony Kratofil of MDOT, and Tom Woiwode from the Community Foundation for Southeast Michigan.

During his remarks, Kratofil announced MDOT’s commitment to funding the next portion of the Conner Creek Greenway. That portion is along Conner Avenue from McNichols to Eight Mile. That project includes a new section of sidewalks, bike lanes, bike routes, and some landscape improvements.

Wayne County Commissioners Tim Killeen and Bernard Parker also presented a resolution from the commission as well.

The new sections of greenway had been mostly completed late last year. That included bike lanes from Jefferson to Maheras Gentry Park along Clairpointe and a shared-use path from the park entrance to the existing paths near the river. The bike lanes on St. Jean built earlier last year were also part of the opening celebration.

Detroit road obesity makes for easy cycling

Detroit’s loss of population is well documented. No matter where the recent census counts fall, the reality is Detroit has a million fewer residents since the 1950s.

And since the 1950s, Detroit lost its streetcar network while gaining one of America’s most extensive urban expressway networks.

This has resulted in roads like Forest just east of Dequindre. Five lanes one-way with limited hours of parking.

Despite its one-way design, the road’s recent repaving and lack of traffic makes this ideal for biking.

And from 2004 to 2009, there are no reported motor vehicle crashes involving bicyclists or pedestrians on this segment of Forest from Dequindre to Gratiot.

However, the MDOT and SEMCOG bicycle maps say otherwise. Both bicycle maps show this road in red, which means it’s generally unfavorable for bicycling due to the heavy traffic.

We looked at the SEMCOG traffic counts and did not find any relevant traffic counts near this section of Forest. There was one count from June 2006 taken on Forest west of Dequindre however Forest is now closed at Dequindre. Even still, that traffic count was only 6,823 vehicles during a 24-hour period. The MDOT map says over 15,000 cars a day use this section of Forest.  SEMCOG map says there are over 10,000 vehicles per day.

Unfortunately it appears Forest is not the exception on these maps. There are other super wide, one way Detroit roads with little to no traffic that are shown in red, including Rosa Parks and 14th from Warren to I-75. Second Avenue from Forest to Temple is red on SEMCOG’s map despite its lack of traffic.

This really just reinforces the idea that Detroit needs a good bike map that is designed for cyclists and provides recommended routes — like Forest.

Road Diet?

Does road dieting a road without cars make it more bike friendly? Is a road with so few cars a Complete Street? These are questions that don’t get asked in most cities but are very relevant in Detroit.

Perhaps it makes more sense to approach this with a financial perspective. Could a road diet reduce the road maintenance costs and storm water runoff? Could we convert those outside travel lanes to half bike lane, half pervious surface. The pervious surface (perhaps as bio swales) would provide some separation between the parking/vehicle travel lanes and the bike lane while also absorbing the road’s storm water runoff. Could the city maintain (e.g. sweep) a physically-separated cycle track?

Eliminating vehicle lanes on Federal aid roads (such as Forest) affects Michigan’s federal transportation funding formulas. The state would get the same amount of funding, but less would be distributed to counties and cities like Detroit. There is a financial incentive for not losing vehicle lanes on federal aid roads, but is it enough to justify the added cost?

Hopefully the answer to these questions will emerge over time from the Detroit Works Project and more analysis.

But until then, go bike on E. Forest and enjoy the wide open road.
