<p>Earlier today, Governor Jennifer Granholm had a ceremonial signing of Michigan&#8217;s Complete Streets legislation at the Capitol. We had a roomful of supporters from the <a href="http://michigancompletestreets.wordpress.com/">Michigan Complete Streets coalition</a> as well as State Representatives (and bill sponsors) Pam Byrnes and Jon Switalski.</p>
<p>The Governor is an active cyclist and pedestrian &#8212; and noted how blessed Michigan is for trails.</p>

			<content:encoded><![CDATA[<p>Both <a href="http://www.completestreets.org/">Complete Streets</a> bills (HB 6151 and HB 6152) were presented to Governor Granholm last Thursday afternoon. Late Sunday, she signed them both.</p>
<p>They were sent to the Secretary of State&#8217;s office on Monday as Public Acts 134 and 135 of 2010.</p>
<p><strong>Congratulations to everyone who helped make this possible!</strong></p>
<p>Of course the work is just beginning. These bills really just set the stage for implementing Complete Streets throughout Michigan.</p>

			<content:encoded><![CDATA[<p>This is <a title="Road Rage Awareness Week" href="http://www.michigan.gov/gov/0,1607,7-168-25488_54480-239047--,00.html" target="_blank">Road Rage Awareness Week in Michigan</a>.</p>
<p>Sounds great, except it&#8217;s unclear whether this includes motor vehicle assault against cyclists, pedestrians, or even equestrians.</p>
<p style="padding-left: 30px;">The National Highway Traffic and Safety Administration defines road rage as an assault with a motor vehicle or other dangerous weapon by the operator or passenger(s) of another motor vehicle, or an assault precipitated by an incident that occurred on a roadway.</p>
<p>Does this even make sense? How does assault with a vehicle occur by the operator of another vehicle?</p>
<p>A <a title="NHTSA definition of road rage" href="http://www.nhtsa.gov/people/injury/enforce/aggressdrivers/aggenforce/define.html" target="_blank">different definition of road rage</a> is on the National Highway Traffic and Safety Administration (NHTSA) web site.</p>
<p style="padding-left: 30px;">Road Rage is &#8220;an assault with a motor vehicle or other dangerous weapon by the operator or passenger(s) of one motor vehicle on the operator or passenger(s) of another motor vehicle or is caused by an incident that occurred on a roadway.&#8221;</p>
<p>Why is road rage limited to assaults on other motor vehicle operators and passengers? Shouldn&#8217;t it include motor vehicle assaults against all road users?</p>
<p>The AAA Safety Foundation study <a title="Road Rage" href="http://www.aaafoundation.org/resources/index.cfm?button=roadrage" target="_blank">Controlling Road Rage</a> defines road rage as &#8220;an incident in which an angry or impatient motorist or passenger intentionally injures or kills another motorist, passenger, or pedestrian, or attempts or threatens to injure or kill another motorist, passenger, or pedestrian.&#8221;</p>
<p>Again, what about bicyclists?</p>
<p>Governor Jennifer Granholm concluded the <a title="Road Rage Awareness Week resolution" href="http://www.michigan.gov/gov/0,1607,7-168-25488_54480-239047--,00.html" target="_blank">Awareness Week resolution</a> by stating, &#8220;I encourage all residents of this state to promote the prevention of a dysfunctional act and to be considerate of other drivers.&#8221;</p>
<p>How about being considerate of other road users?</p>

<p>Shortly after 3pm today, Governor Jennifer Granholm signed the four state park funding bills &#8212; collectively known as the <a title="Michigan State Parks" href="http://www.ourmichiganparks.org/license-plate-funding-proposal/" target="_blank">Recreation Passport</a> &#8212; into law.</p>
<p>The Department of Natural Resources is now working on Question &amp; Answer sheets  that explain the effects of this new fundamental change in how our Michigan state parks as well as state forest recreation, are funded.</p>

<p>There was concern as to whether some of the stimulus transportation money would go towards <a title="Transportation Enhancements" href="http://www.m-bike.org/blog/tags/transportation-enhancements" target="_self">Transportation Enhancements</a>. Enhancements grants often fund bike or trail projects in Michigan.</p>
<p>In the original House version of the stimulus bill, 4.5% of the highway funds went to enhancements. The Senate bill had 0%. The fear was it would remain at zero since the compromise bill was based on the Senate version.</p>
<p>The good news is the final bill specifies <a title="Missouri Bicycle Federation" href="http://mobikefed.org/2009/02/economic-stimulus-enhancements-gets-3.php" target="_blank">3% for enhancements</a>, or $825 million in total. It&#8217;s uncertain how much Michigan will receive.</p>
<h3>Other Funding</h3>
<p>But there&#8217;s &#8220;other possible funding sources for bicycle and pedestrian infrastructure&#8221; than just transportation funds according to the <a href="http://www.bikesbelong.org">Bikes Belong</a> Coalition:</p>
<ul>
<li>States will be receiving $53.6 billion in state fiscal stabilization funding.  States must use 18.2% of their funding &#8211; or $9.7 billion &#8211; for public safety and government services.  An eligible activity under this section is to provide funding to K-12 schools and institutions of higher education to make repairs, modernize, and renovate to meet green building standards.  LEED&#8217;s green standards for schools include bicycle and pedestrian facilities and access to the school.</li>
<li>$3.1 billion is provided for the Energy Efficiency and Block Grant Program, which provides formula funding to cities, counties, and states to undertake a range of energy efficiency activities.  One eligible use of funding is for bicycle and pedestrian infrastructure.</li>
<li>And a total of $1 billion is included for a Prevention and Wellness fund at the US Department of Health and Human Services.  However, specific funding for the Healthy Communities program, which provides funding to local communities to pursue community wellness activities address critical problems like obesity, was not included.</li>
</ul>
<h3>Project List</h3>
<p>It&#8217;s also uncertain what projects this money will fund. According to the <a title="Lansing State Journal" href="http://www.lansingstatejournal.com/article/20090212/NEWS01/302120008/-1/ARCHIVES" target="_blank">Lansing State Journal</a>, Governor Granholm will list the potential projects in the &#8220;very near future&#8221; after President Obama signs the bill.</p>
<h3><span style="font-weight: normal; ">I</span>-275 Bikepath Funding</h3>
<p>Also, <a title="Michigan Economic Stimulus" href="http://www.m-bike.org/blog/2009/02/13/economic-stimulus-biking-in-michigan" target="_self">we had questions</a> about both MDOT and the City of Novi having the I-275 bikepath on their economic stimulus wish list. We&#8217;re told Novi added it to show the city&#8217;s support for the project and to bring in the funding in case MDOT didn&#8217;t.</p>

<p>But first, we note that much non-motorized transportation road funding comes from MDOT (e.g. <a href="http://www.m-bike.org/blog/tags/transportation-enhancements">Transportation Enhancements</a>, CMAQ) and the state fuel tax (a minimum of 1% of which must be spent on non-motorized facilities.)  But the bottom line is all road projects should routinely accomodate bicyclists &#8212; that is the Federal Highway Administration policy guideline &#8212; and facilities such as bike lanes and paved shoulders should be paid for through the same funding sources as roads.</p>
<p><strong>No legal road user group should have to bring their own pot of money to the table in order to get safe facilities. </strong></p>
<p>Now the  <a title="TF2" href="http://www.michigan.gov/tf2" target="_blank">Transportation Funding Task Force</a> is recommending that the <a href="http://www.michigan.gov/dnr/0,1607,7-153-10366_37984_37985-124961--,00.html">Michigan Natural Resources Trust Fund</a> be diverted for transportation.</p>
<p>It&#8217;s a terrible idea.  Michigan voters changed Michigan&#8217;s Constitution to prevents such diversions so it&#8217;s difficult to understand how or why anyone would make such a recommendation.</p>
<p>Since 1976, Trust Fund grants have been a fundamental source for funding recreation and parkland acquisition in Michigan.  That funding has been used at the local and county levels, as well as by the DNR. Most of the area&#8217;s rail-trail projects are around because the Trust Fund helped purchase the land.  A list of <a title="Michigan trust fund grants" href="http://www.michigan.gov/documents/dnr/MNRTF_Projects_to_date_Web_page_204297_7.xls" target="_blank">Trust Fund projects</a> is on-line.</p>
<p>We recommend <a title="contact governor granholm" href="http://www.michigan.gov/gov/0,1607,7-168-21995-65331--,00.html" target="_blank">contacting Governor Granholm</a> to let her know you oppose diverting the Michigan Natural Resources Trust Fund for transportation.</p>
<p>Dennis Muchmore is the executive director for the <a href="http://www.mucc.org/">MUCC</a> also serves on the Trust Fund board.  He certainly doesn&#8217;t dance around the issue as his recent press release shows (see below).</p>

<p>LANSING, MICH &#8211; Michigan United  Conservation Clubs (MUCC) slammed a proposal to siphon  constitutionally-protected dollars out of Natural Resources Trust Fund to  transportation infrastructure projects as it urged Governor Granholm to denounce  the idea and reached out to sportsmen and conservationists across  Michigan.</p>
<p>A transportation funding task force  created by the legislature in 2007 released a final report of recommendations in  November which contains a surface infrastructure funding recommendation that  would &#8220;[r]edirect all or a portion of the Natural Resources Trust Fund to  transportation.&#8221;  MUCC Executive Director Dennis Muchmore likened  the proposal to past failures to raid the constitutionally-protected Trust Fund,  but cautioned against taking the recommendation lightly.   &#8220;Sportsmen, conservationists, and general recreational users of  Michigan&#8217;s natural resources are faced with  the undermining of one of our real success stories,&#8221; said Muchmore.   &#8220;The Trust Fund is Michigan&#8217;s crown jewel for providing access  and development of natural resources, and these resources provide unmatched  recreational opportunities in addition to tourism and job creation.&#8221;</p>
<p>Since the mid-1970s, Michigan&#8217;s Natural Resources Trust Fund has  aided state and local units of government with grants to acquire or develop  recreational property for the general use and enjoyment of all the citizens of  our state.  The Trust Fund began with the passage of PA 204 of  1976, deriving its funding from royalties on the sale and lease of state-owned  mineral rights.  In 1985, 1994, and 2002 Michigan voters strengthened the Trust Fund  with amendments that were approved overwhelmingly.  Just recently,  $48.5 Million in grants was awarded to entities throughout the state for  rehabilitation and improved access to Michigan&#8217;s natural resources.</p>
<p>Muchmore agreed that Michigan is in need of improvements to  transportation infrastructure, but said raiding the Trust Fund would eliminate  Michigan&#8217;s largest program that assists local  communities with significant means to protect and restore natural areas.   &#8220;Trust Fund grants create broader access for use of Michigan&#8217;s natural resources while also  creating local jobs through restoration projects that ultimately attract jobs  due to improved communities.  The Trust Fund is an investment in  our natural resources as well as our communities and quality of  life.&#8221;</p>
<p>MUCC is currently reaching out to  national and state-based conservation organizations as well as the general  public for support in stopping the transportation task force&#8217;s recommendation to  raid the trust fund.  &#8220;Sportsmen and women in Michigan make up 43% of the voting population  in Michigan.  We spend $3.4 billion  each year on our activities.  The legislature should strongly  consider both the economic and social impact a raid on the Trust Fund would mean  to us and all the local communities involved,&#8221; said Muchmore.</p>

<p style="padding-left: 30px;"><a href="http://thehubofdetroit.org/">The Hub</a>/Back Alley Bikes in Detroit, The Motion Initiative in Grand Rapids, and MSU Bikes and Share a Bike in Lansing will host a Day of Action event on <strong>Saturday, September 27 from noon to 4 PM to encourage the donation of bikes and bike parts</strong>. The events, depending on location, will also offer free maintenance checks, bike safety training and other services and activities.</p>
<p style="padding-left: 30px;">These organizations work tirelessly to collect, repair and distribute bikes in their communities. Participating residents can support their efforts, donate bikes, and learn more about biking and bike maintenance.</p>

<p>Governor Granholm recently signed <a title="Senate Bill 978" href="http://legislature.mi.gov/doc.aspx?2007-SB-0978" target="_blank">Senate Bill 978</a> into law.  This bill adds the following directive for the <a href="http://www.michigan.gov/dnr/0,1607,7-153-10366_37984_37985-124961--,00.html">Michigan Natural Resources Trust Fund</a>:</p>
<blockquote><p>The board shall give particular consideration to the acquisition of land and rights in land for<br />
recreational trails that intersect the downtown areas of cities and villages.</p></blockquote>
<p>Trails in urban areas have often been at a disadvantage when applying for Trust Fund grants.  They often don&#8217;t offer pristine natural resources yet they cost more than land located in more rural parts of Michigan.  To offset this disparity, the Trust Fund scoring system did provide extra points for regional trails.</p>
<p>It&#8217;s not clear how much of a change this will have in the grant process, but it should make trails in Southeast Michigan a bit more attractive.</p>

			<content:encoded><![CDATA[<p>As we <a title="Governor Granholm bikes to work" href="http://www.m-bike.org/blog/2008/07/06/governor-commutes-by-bike-pushes-bike-lanes" target="_self">noted earlier</a>, Governor Granholm started occasionally biking to work.</p>
<p>Our Governor also said that MDOT was looking at building more bike lanes.  We made some calls to MDOT to learn more.</p>
<p>This is apparently <strong>&#8220;a new challenge to MDOT to get more on-road paved shoulders to assist with bicycle travel.&#8221; </strong>The are especially looking opportunities where they could connect with existing regional bike networks using state trunk lines.</p>
<p>This is very welcomed news for Michigan cyclists.</p>
<p>Also, Michigan&#8217;s governor riding to work did get some ink in the <a title="Chicago Tribune" href="http://www.chicagotribune.com/travel/chi-gasjul07,0,1408146.story" target="_blank">Chicago Tribune recently</a>:</p>
<blockquote><p>You know times are tough when the governor of Michigan, the top executive in the state that put the nation on wheels and sold a generation of Americans on the virtues of gas-guzzling trucks and SUVs, is now riding her bike to work.</p>
<p>This symbolic gesture by Democratic Gov. Jennifer Granholm—pedaling a couple of days a week to the state Capitol in Lansing—is part of an evolving behavior shift by individuals, employers and governments struggling to adjust to the hard reality of gas at more than $4 a gallon, as well as higher energy costs overall.</p></blockquote>

<p style="padding-left: 30px;">The 49-year-old governor lives just southwest of the city center, about 3 miles from her office near the state Capitol. She rode her blue bike to work Wednesday, accompanied by her security detail.</p>
<p style="padding-left: 30px;"><strong>The state Department of Transportation is looking at state roads to figure out where it would be safe to add bike lanes</strong> and is planning to expand park-and-ride lots and add more, since some are at capacity as more drivers carpool to save money, Granholm said.</p>

<p style="padding-left: 30px;">Granted, Granholm&#8217;s three-mile commute isn&#8217;t exactly a grueling workout. But most of us make plenty of short trips &#8211; to the dry cleaners, or the local supermarket/convenience store, or the movie rental place &#8211; that we could probably reach easily on a bike. Or walk to, for that matter.</p>
<p style="padding-left: 30px;">It&#8217;d save a little gas, and it might add a few calories to our daily workout. It&#8217;d cut down just a bit on our personal smog emissions. But more importantly, it&#8217;d contribute to giving us all a more healthy, active lifestyle &#8211; one fueled by the recognition that our legs can, in fact, take us to meaningful places.</p>
