			<content:encoded><![CDATA[<p>In a unanimous vote, the Ann Arbor City Council eliminated their bike registration ordinance according to the <a title="Ann Arbor Chronicle" href="http://annarborchronicle.com/2010/03/03/to-do-bicycle-registry-transit-station/" target="_blank">Ann Arbor Chronicle</a>. According to the Chronicle, the current registration ordinance wasn&#8217;t working.</p>
<p style="padding-left: 30px;">At a <a href="http://annarborchronicle.com/2010/02/04/council-talks-transportation-budget/">February meeting of the council</a> &#8212; in the context of discussions on a possible revision to the registration program, as well as a revision to all the city&#8217;s ordinances on bicycling &#8212; Carsten Hohnke (Ward 5) had reported that the registration program had in recent years, not resulted in the return of stolen bicycles to their owners. The return of stolen bicycles to their owners is an often-cited benefit of the program.</p>
<p style="padding-left: 30px;">Specifically, Hohnke had said that from September of 2007 to the present, 39 stolen bikes had been recovered and returned to their owners &#8212; but in none of those cases had the bicycle registration program been instrumental. The return of those bicycles had been the result of regular police work.</p>
<p>The city staff is apparently looking at a new and improved bike registration ordinance, though it&#8217;s unclear why they would if the police have not needed it to return stolen bicycles.</p>

			<content:encoded><![CDATA[<p>The <a title="Free Press" href="http://www.freep.com/article/20090921/NEWS05/909210314/1007/Local-news--Dangerous-dogs-on-agenda-in-Royal-Oak" target="_blank">Detroit Free Press</a> is reporting that Birmingham&#8217;s City Commission may repeal their onerous bike registration ordinance.</p>
<p style="padding-left: 30px;">City Commissioners are expected tonight to repeal the community&#8217;s 1963 bicycle ordinance &#8212; including its 25-cents-a-day charge to impound a bike.</p>
<p style="padding-left: 30px;">Police Chief Richard Patterson, in a Sept. 11 memorandum to City Manager Tom Markus, pointed out that the ordinance was antiquated.</p>
<p style="padding-left: 30px;">Birmingham police will continue providing free bike licenses to residents, the chief said in his memo. But he&#8217;d like the city to scrap the ordinance, which includes having cops charge 25 cents a day for impounding a bike if the owner lacks a license or is otherwise not in compliance with a litany of outdated bike rules.</p>
<p>This repeal is a direct result of our m-bike article highlighting some <a title="Detroit bicycle ordinances" href="http://www.m-bike.org/blog/2009/09/08/rules-of-the-road-true-or-false" target="_self">Metro Detroit&#8217;s ridiculous bicycle ordinances</a>. In that article we noted that all bike in Birmingham sales and purchases must be reported to the police. The city also required all bicycles to be registered, including those of non-residents.</p>

<p>And if it weren&#8217;t for the dire automotive news and the thrilling Red Wings results, we may have had a bit more media coverage.</p>
<h3>Monday: Bike Registration</h3>
<p>Detroit City Council&#8217;s Public Health and Safety committee held a public hearing on a new voluntary bike registration program. <a href="http://www.michigantrails.org">MTGA</a>, <a href="http://thehubofdetroit.org/">The Hub</a>, and Detroit Bike Riders United were gave public testimony in support of the new ordinance. The ordinance passed and went before the full council on Tuesday. We did not yet hear the results but expect it was passed.</p>
<h3>Thursday: <a href="http://www.m-bike.org/blog/tags/dequindre-cut">Dequindre Cut</a></h3>
<p>Detroit&#8217;s newest greenway, the Dequindre Cut had its official grand opening.</p>
<p>It was a very exciting, event-filled, and sunny day. One could not ask for a better kick off.</p>
<p>Though just on the job for his fourth day, Mayor Bing attended and spoke positively about this trail. That shouldn&#8217;t be unexpected as Mayor Bing is a board member for the <a href="http://www.detroitriverfront.org/">Detroit Riverfront Conservancy</a>.</p>
<p>As he hustled off to another appointment, I caught up to him and gave him a copy of the new Detroit Greenways Network brochure.</p>

<p>Later that evening, the Green Garage hosted the Model D Speaker Series. Tom Woiwode from the <a href="http://www.cfsem.org">Community Foundation for Southeast Michigan</a> spoke about the Dequindre Cut, Bil Lusa highlighted the Detroit biking scene and <a href="http://www.tour-de-troit.org">Tour de Troit</a>, while I covered the status of greenway development in Detroit.</p>
<p>There was a very solid turnout (over 190 had pre-registered).</p>
<h3>Friday: Bike to Work Day</h3>
<p>We had two groups ride this year, one starting in Royal Oak and the other in Grosse Point. Each had about 25 riders and both ended at Campus Martius.</p>
<p>The weather was perfect.</p>
<p>And we had <a title="making bike commuting look normal" href="http://www.m-bike.org/blog/2009/05/12/can-we-make-biking-look-normal" target="_self">bike commuters looking &#8220;normal&#8221;</a> in blue jeans, baggy shorts and cotton T-shirts.</p>
<p>Detroit Synergy, American Cycle &amp; Fitness, and a host of other sponsors made these rides (and the cool T-shirts) possible.</p>

<p>Detroit City Council&#8217;s Public Health and Safety Committee is holding a public hearing on Monday, May 11th at 10:30 AM on a new bicycle registration ordinance.</p>
<p>This new ordinance is <em>voluntary </em>and replaces the <em>mandatory </em>registration ordinance <a title="Detroit bike license" href="http://www.m-bike.org/blog/2008/07/28/committee-votes-to-drop-bike-license-fines" target="_self">removed last summer</a>.</p>
<p style="padding-left: 30px;"><strong>PUBLIC HEARING</strong> &#8211; RE:	Proposed ordinance to amend Chapter 55, Article IX, of the 1984 Detroit City Code, Motorcycles, Motor-Driven Cycles and Bicycles, by adding Division 3, Voluntary Bicycle Registration, which shall contain Sections 55-9-41 through 55-9-49  (Law and Police Departments)</p>
<p>Whether or not you have opportunity to register your bike, it really is important that you at least document the serial number. This number is typically stamped into your bike frame often times near the cranks. With the serial number and 99 cents, you can take advantage of the <a title="National Bike Registry" href="http://www.nationalbikeregistry.com/register.html" target="_blank">National Bike Registry</a> in the event yours is stolen.</p>

<p style="padding-left: 30px;">Recently, a group of cyclist/activist joined together to successfully challenge the enforcement of a 44 year old Detroit city ordinance, which would have a $55 fine. For those cyclists who failed to registrar their bikes by August 7, 2008. After testimonies with Detroit City Council and Detroit Board of Police Commissioners, the group was successful in stopping the enactment of the ordinance. They&#8217;ve also gained assurance and formed a co-operant effort with Detroit City Council to create a new ordinance which will be drafted by cyclists which is more bikes friendly. <strong>Tawanna Simpson</strong> and <strong>Ron</strong> <strong>Scott</strong> from Detroit Bike Riders United join us. <p>Detroit&#8217;s Council&#8217;s Public Health and Safety Committee wants to put the brakes on enforcing the bicycle licensing program.  During today&#8217;s public hearing, the Committee  heard many perspectives from the police and public.</p>
<p><a title="Sheila Cockrel" href="http://www.ci.detroit.mi.us/legislative/CityCouncil/Members/SCockrel" target="_blank">Councilwoman Sheila Cockrel</a> motioned for removing all of the current bike licensing language.  She wants to meet with the police and stakeholder groups (including cyclists) during the Council&#8217;s August recess to develop new bicycle ordinance language that makes sense.</p>
<p>There was perhaps a three dozen cyclists in attendance, most of whom provided public comment in support of the motion.  Some cyclists in the audience had already received tickets for riding a bicycle without a license.  One cyclist had also received a ticket for not having a bell or horn on their bike &#8212; another Detroit ordinance.</p>
<p>Perhaps the best quote of the day was from <a title="Bike Riders United" href="http://www.tsimpson.org/index.html" target="_blank">Bike Riders United&#8217;s</a> Ron Scott.  Scott invited the police to &#8220;Get on the bike with us and ride in the same direction.&#8221;</p>
<p>The Committee motion was approved and will be voted on by the entire Council tomorrow.</p>

<p>We certainly could use some Detroit residents at this hearing to voice their support for this change.</p>
<p>The hope is that Council and Mayor can remove the required licensing prior to their August recess.  During that recess we will work with Council and others to look at alternative ordinance language that would still allow police to identify and return stolen bikes without heavy fines for those cyclists who are unlicensed.</p>
<p>The City Council members at yesterday&#8217;s Public Health and Safety Committee meeting expressed support for biking in Detroit.  Council President  Ken Cockrel commented that he rides 3-4 times a week.  He rightfully noted that unswept streets with broken glass is one issue he faces during his rides.</p>
<p>Overall it was a great discussion and it certainly seems we are making lemonade from the original lemon.</p>

<p>The group <a title="Detroit Bike Riders United" href="http://www.tsimpson.org/index.html" target="_blank">Bike Riders United</a> and <a title="MTGA" href="http://www.michigantrails.org" target="_blank">MTGA</a> attended today&#8217;s Detroit Police Commission meeting.  Police Chief Ella Bully-Cummings clarified the bike license issue.  She said the rationale for this is specific to returning stolen property.  It was not her intent to have officers write tickets. The police are not looking to enforce the penalty portion of the licensing issue.</p>
<p>The Chief did acknowledge that is was a mistake to not work with community groups, including cyclists prior to issuing the initial press release about the licensing.</p>
<p>She added that she is a cyclist and may join the Bike Riders United &#8220;Cycling Awareness&#8221; ride scheduled for August 1st.</p>
<p>The next step is to correct work with City Council to make this license  ordinance more clear and reasonable while still giving the Police the tools necessary to identify and return stolen property.</p>

<p>There is near unanimity among the cyclists we&#8217;ve spoken with.  No one is opposed to any Michigan city registering bicycles.  Cyclists are opposed to (a) a city ordinance applying to non-residents, and (b) the Detroit Police Departments threat of enforcement.</p>
<p>Many Detroit cyclists have reported difficulty in getting the licenses; either their local precinct has been out of stock or hours of availability are too limited.</p>
<h3>800 Free Licenses for Kids</h3>
<p>From a recent <a title="Detroit Police Bike License Giveaway" href="http://www.m-bike.org/blog/wp-content/uploads/2008/07/08-92-dpd-bike-license-giveaway1.pdf" target="_blank">Detroit Police Department press release</a>:</p>
<p style="padding-left: 30px;">Police Chief Ella M. Bully-Cummings along with the Detroit Police Department&#8217;s executive team, the three police unions, and the Detroit Firefighters Association have come together to provide a special gift to the children of Detroit.  On Saturday, July 12, 2008, from 10:00 a.m. until 2:00 p.m., more than 800 FREE bicycle licenses will be available for children 15 and under (first come, first served) at various locations citywide.</p>
<h3>From the <a title="Wheelhouse Detroit" href="http://wheelhousedetroit.com/" target="_blank">Wheelhouse Detroit</a></h3>
<p>Here&#8217;s some interesting (and positive!) news from our friends at the Wheelhouse:</p>
<blockquote><p>We got all of our bikes licensed, and are currently working with DPD to even sell them here. Although we still have a fear, like many of the people we talk to, that licenses will be used for harassment rather than for the stated purpose of reducing bike theft, but we can only hope. <strong>And we’ve been talking to a lot of officers, all of whom feel like ticketing suburbanites — or residents for that matter — without licenses is just not going to happen.</strong> It’s not worth a trip to court for a ticket that will likely get thrown out.</p></blockquote>
<h3>Bike Riders United</h3>
<p>A new <a title="Bike Riders United" href="http://www.tsimpson.org/index.html" target="_blank">Detroit bicycle group</a> has formed that among other things, hopes to change this city ordinance.  They have already gone before a city council committee.  Some rapid remedy may be in the works.</p>
