That's how the ordinance reads. Now, the ordinance also allows the police to let bicycle shops sell the licenses. At this time, I'm not sure if that is happening. I sometimes bike through parts of Detroit, but rarely go near any of the precinct offices. Does the bike owner himself have to go in, or is there a form that can be filled out and sent with someone who goes by one regularly.
