		<description>MSquared,  It certainly seems that the bike owner has to bring the bike to the precinct for licensing.  That&#039;s how the ordinance reads.  Now, the ordinance also allows the police to let bicycle shops sell the licenses.  At this time, I&#039;m not sure if that is happening.  I know at least one shop has asked about it.</description>

		<description>I wonder... I sometimes bike through parts of Detroit, but rarely go near any of the precinct offices.  Does the bike owner himself have to go in, or is there a form that can be filled out and sent with someone who goes by one regularly.

Not that I agree with what the department is doing here, but its on the books.</description>
